The rules surrounding the submission of a destructive asbestos inventory have changed.

Since 5 June 2018

Demolition succession plans can be submitted to Tracimat to have stone debris disposed of as low-risk debris. Until before January 2022, destructive asbestos inventories could also be submitted to Tracimat to apply for a declaration of conformity in order to have rubble disposed of as low- or medium-risk rubble. Since 1 January of this year, this has only been allowed for demolition follow-up plans. Submitting a demolition follow-up plan to Tracimat is currently not yet mandatory, but will be later this year.

What is a demolition succession plan?

A demolition follow-up plan is a tool for selective demolition and selective collection on site.

  • Hazardous waste can be removed from the building or construction prior to actual demolition.
  • Selectively collected fractions on the construction site can be directly transported for recycling as pure fractions.
  • When the site is monitored by the demolition management organisation Tracimat, the debris can be transported to a crusher as low environmental risk profile (LMRP).

What does a demolition follow-up plan comprise?

The demolition follow-up plan includes identification of the site and all waste materials that will be released during demolition or dismantling. The inventory of materials lists the hazardous waste and the non-hazardous waste with a breakdown into superstructure, substructure and external surfacing.

For each waste material, the demolition follow-up plan states

  • the designation
  • the corresponding EURAL code
  • the probable quantity (in cubic metres or in tonnes)
  • the location within the building where the waste occurs
  • and its appearance.

In addition, the demolition follow-up plan also contains site-specific recommendations and advice on selective demolition conditions. A demolition follow-up plan is mandatory for the demolition or dismantling of buildings or infrastructure requiring an environmental permit, from a certain volume.
